but I don't wanna call the electric company as it's nice having a low bill.. how can I manually make the meter spin without tampering with the unit itself, magnets? what trouble can I get in if I don't tell them and what will happen if they find out

You are not going to like what you hear from the electric utility once they discover that they have been undercharging you for services provided. Yes, they have the right to go back and charge you for estimated usage because the meter was not functioning properly, and yes they will do so, and yes, their estimates will be as high as they can get away with.

Call your utility immediately and inform them that you think your meter is malfunctioning.

Well i can tell you Excel will make you pay any back bills owed due to the problem as well as can charge you with theft of service for not letting them know. If you call them they come out for free and change it. And no magnets wont make it spin.
