It means what YOU think it means. It was sent to YOU, and whatever it represents to YOU, is what it means. It means many many different things to many different people.
If you really wanna know, I think Dove's represent peace and caring, but just a plain white bird represents...well, it really depends on the situation. I can't think of what it means to me.

I do, I've gotten a lot of them, they're weird and I LOVE them.
As for your sign. I'm not really sure, and I'm not taking anything from a guide or regulation something. I would say that, to me, it seems like something gently wonderful, pretty, calm, peaceful, and things derived there of.
But, again, I'm not sure.
