For you only light-alcoholic drinks. (beer, wine etc as said earlier)
All others, besides hash and weed, are concidered illegal in the form that if they catch you with it, you get in trouble.
And a little advice IF you do use hash and/or weed in the netherlands:
DON'T make the mistake that you compare to possible hash and weed you may have used before!
Dutch hash and weed is MUCH stronger then in other countries.
And of course: don't use it at all :) trust me, is NOT worth it...

The drug policy of the Netherlands is based on 2 principles:
Drug use is a public health issue, not a criminal matter
A distinction between hard drugs and soft drugs exists
It is a pragmatic policy. Most policymakers in the Netherlands believe that if a problem has proved to be unsolvable, it is better to try controlling it instead of continuing to enforce laws with mixed results. By comparison, most other countries take the point of view that drugs are detrimental to society and must therefore be outlawed, even when such policies fail to eliminate drug use. This has caused friction between the Netherlands and other countries, most notably with France and Germany. As of 2004, Belgium seems to be moving toward the Dutch model and a few local German legislators are calling for experiments based on the Dutch model. Switzerland has had long and heated parliamentary debates about whether to follow the Dutch model, but finally decided against it in 2004; currently a ballot initiative is in the works on the question. In the last few years marijuana with higher concentrations of THC and drug tourism have challenged the current policy and led to a re-examination of the current approach.

some drugs are tollerated, NOT legal. Coffeeshops sell joints, but never can you drink alcohol at the same place. It's not allowed to sell both at one place. Lately there has been a lot of trouble with shroom (paddo's) so discussions are on.
But if you don't mind me asking: Is it because of the "legalty of drugs" you'd choose The Netherlands? Then there is no reason to come. As said it isn't legal, and you can be asked for ID when you want to buy some (even) at the coffeeshops. This also goes for alchohol. And to be honest...to many tourist come to have "experiments" with either drugs, alcohol or both instead of experiencing The Netherlands which is small but has quite a lot to offer, if you only want to look for it.

The only legal drugs are sugar, alcohol and caffeine (coffee).
All others are illegal.
MJ/Weed is not enforced though, if you don`t misbehave and stick to coffee shops, and certain bars to use it.
As to drinking - beer and wine you can buy from 16. Anything stronger you need to be 18, as for buying weed.
If you are only coming from weed and beer - best stay home. We have plenty of people coming here thinking everyone is on drugs, all drugs are legal and you can buy everything everywhere in Amsterdam.. don`t even ask about other places.

Non.
As the other answerer said, no drugs are legal.
And at 16 you can not buy in coffee shops.
Shrooms are likely to be forbidden, as many a tourist misjudged them, often with tragic results.
For 16 year olds it is possible to buy beer, wine and other drinks with the same alcohol content, no strong alcohols.
But there is so much more about the Netherlands:
Music, Museums, Mills, and More!!!!!

until you're 18 you cannot legally drink any alcoholic beverages in Holland except for "light" ones like beer, wine and winecoolers and the legal age for any drugs is 18 too...
-edit-
About the legality... I'm not a lawyer and I don't know the specifics of the law, but what I do know is that, as long as you're not underage, you can legally purchase and use what we call "softdrugs" (up to 5 grams of Marijuanna and/or Hashish, and "normal" amounts of Mushrooms, Herbal XTC, etc) However, most regular bars/cafes will not allow you to use it inside and some of the major cities have areas where you're not allowed to smoke it in the street. If in doubt, you can walk up to any police officer and ask if you're allowed to smoke a joint there and you will either get a yes or no... You won't be fined or arrested as long as you're not underage which to me is the same as legal...
"harddrugs" (cocaine, heroine, XTC, etc...) ARE illegal and you CAN get arrested for buying, using and/or being in possesion of...

Shrooms and marajuana are "accepted" in the Netherlands and they even have coffee shops where you can buy the stuff (in the larger cities) but technically it isn't legal. You will be able to buy alcohol. Have fun!
