Theyre dragging it out, so that more people will get angry with Bush and the GOP. The Congressional Democrats have their sights set on '08, and they want to win. So, by letting the war drag on and complaining about it, they hope that people will vote for them instead of the GOP.
Its all political calculations.
My candidate for president, also a Democrat, Mike Gravel, has given the Congressional Democrats a piece of legislation and a tactic to end the war and get all troops home by Christmas, but the Senate and House Dems arent touchin it with a ten foot pole because it would mess up their political calculations.
Watch this video from Joe Scarborough's morning show where he interviews Gravel and they talk about what Obama and Clinton could do if they really wanted to end the war.

I think that the reason they keep funding the war is they don't think the majority of Americans want to see our soldiers come home in disgrace again. If they thought Americans would support them, the dems would defund the war immediatly. The Pres would veto and then the dems could make the repubs in Congress say one way or another on the over ride vote and get every repub on record if they support the war and use it in the next election. They haven't done this so that tells me that their own polls show that more Americans quietly support the war effort than those who noisily oppose it.

They coudn't swing a coup d'etat. Is that what you expected?
Even if they had the 67% majority bush would veto.. So they are doing a good job to raise questions and push for it, but their hands are practically tied. At least they're not all blindly all for war without end.. Plus they know that a realistic exit can't be done so quickly with sudden defunding, or if things went wrong it'd be "all their fault" to the loudmouths on the other side.

Because they want the presidency more.....bottom line is that they know they can't win without republican voter support...thus no immediate troop withdrawal. Plus we can't just pull out and leave Iraq in a big mess, which we created. Although I never supported the war, I do believe we owe it to the Iraqi people to finish what we wrongfully started.

Lack of leadership skills is the polite answer.
Spineless and corrupt is another way to put it.
But that assessment applies to all of Congress.

The war is self perpetuating, has no immediate solution, and will continue no matter who promises what.

Congress has become Bush's cheerleader. To go against him is unpatriotic.
