Sometimes. I'll star a question that I think is very good but I won't answer it if I don't have a good answer or any knowledge regarding the subject of the question.

Yes I do that a lot, the reason being is, if the question has already been answered well, there is no need to repeat the same answer, the point of this program is to help others not inundate them with repeated answers so I will mark best answer when there is an excellent answer.
If there are no good answers or if the answers are not complete I will answer it myself to either add onto what is already there with more information or to give the correct answer.
I will star the question if it's a good question or if I want to find out later what people responded to it, if it's a question that I want to know the answer to myself.

If I star a question, I already answered it. Sometimes I do rate other peoples answers without answering because someone else already said exactly what I was going to say anyway. Or more often then not a few someones.

Simply because I don't know the answer.

No. If I star or rate them it's only when I've already answered it.

Not me , I answer them and am glad we can rate others answers ,it is the only recourse if not reporting them that we have. I have seen some awful answers directed at some of your questions and I get a little angry. I wish enough bad answer ratings and they would get less questions a day that they get to answer.

i starred a question that i wanted to ask but the person did it already, and i rate answers that i was going to say but someone else beat me to it.
