This would be controlled by a local ordinance only. There are no national laws regarding this sort of thing. So we would need to know exactly where you live to answer. Your best bet is to call up your town government and ask.
This can also be governed by your lease if you rent. read your lease carefully.

if you own it, as many as you want, if you rent, usually they say 2 people per bedroom, max, but it depends on your lease
