Kinda like the ones from naruto but not.

A puppet controlled by a puppeteer, with no strings or wires would be animatronics (a type of robot)...a very expensive puppet to build just for a cosplay.

I am assuming that's why you asked this question--because you wish to cosplay one of the three puppet users from Naruto.

In that case, I have two suggestions--get a friend to play the part of the puppet, a lot of Kankuro's puppets are pretty human shaped. The second suggestion is a marionette strung on a glove. Use neon blue fishing line for the string (the brighter the better). Get small sparkle blue puff balls at the local craft store. Put a puff ball at each end of the strings: One on your finger tips (or the gloves finger tips) and one attached to the puppet. You see where I'm going with this? The lines kinda look like the visible chakura energy that the characters in Naruto use to control their puppets.

Make sense?

Actually, with the visible strings--everybody is gonna want to snap your picture!

Side note: Just for the record, I do realize that hand puppets, shadow puppets, rod puppets, and Japanese Table Top puppets are all puppets without strings...however, as anyone who is up on the TV show Naruto would know, those styles of puppets look nothing like the ones in the show. The attack puppets in Naruto look like marionettes without strings if they are human shaped. Some of the more insect shaped look a lot like battle robots. So really, the closest you could get to those puppets in real life would be remote controlled robots. Even if you had tons of money, you'd find it very difficult to re-create the moves the puppets can make in that show...but then, even if you studied to be a ninja your whole life, you couldn't recreate the martial arts as seen in Naruto either.
Bummer.
But it's a really cool show and the logic defying fantasy doesn't ruin it for me.

Most puppets don't have strings. The only ones that really do have them usually are marionettes and ventriloquist dummies (The string is attached to the lever on the head stick).

So...yeah.

yes. there are tiny finger puppets and sock puppets you can put on your hand. i'm not sure which puppets from naruto you're talking about.

i don't think so i think the all have strings in the puppets

yes u could find them at almost any store or u could make them urself wit an old clean sock just decorate it how ever u want
