Your tank is WAY too small for the turtle so there is a lot of algae food (turtle waste) in the water. The rule of thumb is about 10 gallons of water per inch of turtle, so your guy should be in about 35 gallons of water.
A good habitat will produce SOME algae, but it should not 'explode' if things are right.

Yes direct sunlight produces algae. Is your tank near a window, if so move it somewhere else. Also algae is produced by too much ammonia in the water. Ammonia is made by waste, (poop). You need some sort of fliter for your water. Sounds like not too much water, maybe think of a bit bigger aquarium, a little more water for the RES. You are supposed to have 10 gallons per inch. So you should have a 35 gallon, & room for growth. So if you can afford it, you should move up to bigger aquarium. Then invest in a filter, that will take care of your algae. & Also you can get some live plants that help control algae. & the turtle can eat the plants too. So healthy for turtle, & takes care of algae. Plants for controlling algae are Anacharis, water hyacinth. Oh also tadpoles eat algae, & snails. Get a few snails right away.

Oh, but you must get rid of all algae to strat over, really scrub it. & some algae is good, natural, but too much is bad. Remember agae is caused by too much ammonia, made by waste, so you need that filter.

I know exactly why the algae is growing, this happened to me for a long time. You have to much light on your tank. Algae needs light, just like other plants to grow. clean out the tank as best as you can and get as much algae out as possible.
Then keep the light off more often. I GARUNTEE that you will have a massive reduce in algae growth, if not, then i will kill myself lol. Remeber the less light, the less algae. ( room light wont hurt at all really) but light directly on the tank will.

Reducing the amout of time you use the light will help big time. Algae just loves a heat lamp.
