Because it is illegal to drive over the speed limit.

Because they think they are going fast enough and it's a way to slow traffic down.
I find if I drive in the far right lane it's usually empty and I can get where I'm going much faster then using the passing lane.
As long as I keep aware of the on ramps it's a much faster lane. Everyone else moves over and that lane is generally clear.
