My husband's ex did this. Hubby immediately hired a private investigator and filed for custody. It took two months to get into court but the judge gave custody to him and by that time the PI had found her. We went to Florida and got the kids. She came back to Virginia and tried to get custody back but failed. It's been 5 years and the kids live with us full time. The police are right. If the custodial parent does it there are no criminal charges that can be filed because the only thing they are violating is a visitation order. That is until you have custody. If you still not have found her and the judge transfers custody to you, you can then enlist the help of the police. We were told that we could even enlist the help of the FBI because once my husband had custody it became kidnapping. Most states really look down on a parent denying access to the other parent. He needs a lawyer and fast.

You do not say if he is divorced. If he is there must be some sort of legal agreement with visitation allowances etc. If not and the child is under age it could be kidnapping. Either way your friend needs legal advice.

From what you've written, she is one of the legal parents. It will all depend on where your friend lives.

He can try and track any joint credit cards that they have.

Did she cross state lines?

I am not quite sure how to answer any more with the information provided....

I wish you well!
