If you are destined to have larger breasts, then you will. There's nothing you can do. Part of it is definitely genetics.
You're way too young to be worried about this since you're not even done with puberty. There's a chance your breasts will get bigger later in life.

My little sis use to put toilet paper or socks in her bra. I suggest you just be patient and they will come on there own. If you think you can't wait that long then just wear tight shirts and stick your chest out.
