You need the hip measurement too.

could be a 16, 16W, 16WP or maybe a 15-17 juniors

If you're wanting to try some for fit, that's where I'd start. Beware though, some have vanity sizing and regular measured sizes won't work. The Wrangler Aura is one where you have to size down one.
