Its a 1999 Chevrolet Cavalier. The engine overheats unless I move when the A/C is on. The coolant level is normal. What is wrong and should I buy an after market A/C recharge kit?

Most likely a problem with the electric condenser fan. It should come on while the car is not moving. fix it right away cause it will cause expensive damage to the compressor if it is used without the fan.

If it doesn't overheat when the A/C is off then it is a belt slipping. Compressor may be going bad or belt tensioner is not working properly or belt stretched.
