Can you help identify this bug?

My friend needs help identifying this bug: http://img520.imageshack.us/my.php?image=n73480127936833035ei4.jpg

She found it in Maryland and said that it is actually pretty small. I thought that it may be a leaf hopper but I wasn't able to find a picture of one with similar coloring.
