Yes you do look passable, you are very attractive.
just ease off on the make up a little your face looks too pale compared to your body & shoes don't match your outfit, trial & error baby, you'll figure out what works what doesn't.
If you want to pass in public, just tone down the outfits & look a little bit more casual.

My only suggestions:
Dark eyeliner
Paler lips
Less "hookerish" clothes...
I'm not saying the hooker part to be mean.. When I first saw your picture, I immediately thought you were a young, young female asking the question! I was thinking, "what in the world is a 12-year-old little girl dressed like THAT for??"... But then I found out you were male, it completely floored me!!! You look fantastic and I'm jealous!!! Just a tiny bit over the top with the hose and ruffly skirt is all... females don't really dress like that for the most part... but LOVE, LOVE LOVE the shoes... and the top and all... Hair color is very pretty!! Good luck :o)

Yes and no. The outfit is nice but your make-up is too light. Also try a darker wig. The blonde is not really your color. If you feel like you need to wear alot of make up try a shade darker as far as foundation goes. Other than the make-up...get it girl!

wow..you can easily be mistaken for a girl. very feminine-like. some girls look more 'butch' than you. you're just fine, sweetie.
i agree with some of the others on the wig. a darker colour would suit you. and ease down on the makeup. i'm sure you'll be even prettier.

Well, if it means anything, my husband glanced over as I opened up the picture, not having read the question, and asked "how old is that girl?"
