Time for a new battery.
I seem to remember something on the Apple website about a utility to reset the charging program that checks and charges the battery.
Go to the Apple site and search for 'battery problem'...
10.4.9 - is this a recent purchase? If so, are you still under warranty? Contact the Apple warranty service. It may be part of a bad batch...

Are you sure it's fully charged? In the top right hand corner, there is a little thing with a picture of a battery and/or a percentage in parenthesis. When it's at a 100%, it's fully charged.
If it says that but is still not working, there could be something wrong with the battery. Turn your Macbook upside down and there should be a circle with a line through it. Stick a quarter in it, and turn it so it's facing the unlock button. The battery should pop up. Take it out & let it cool down, & then put it back in. Restart your computer. If it still does not work, then take it to the store & tell them your problem, or check the website, because they have a lot of troubleshooting tips.

If I were you, I would eBay the Macbook as fast as I could and buy a cheap PC. You'll experience less headache, better performance and save $$$ :]
