We have speed limits, railroad crossing signs, lights, bells, whistles, and gates............... what about the world isn't safe????????? By this same logic, we need cars that stop instantly, cigarettes that put themselves out after being lit, junk food that is healthy, and all products should be nonflammable materials only.

All this would make the world "safer", but it's not feasible, practical or possible. Like your other answerers said, Physics. Even if you did figure out how to stop the train, how to stop the passengers? Then you figure out that complicated rigging, but how much did it cost? Is the cost justifiable to the lives saved? Would the lives have been saved just as easily by heeding the safety measures already in place? It's like airbags. There is no evidence showing that airbags save more lives than not having airbags. People do show a tendency to more reckless driving knowing that they have airbags. And children and small women can be killed by an airbag in a crash they would've most likely survived otherwise. But we had the technology for airbags and an interest group pushed for them, so now we have them. But are we any more safe?

Even if a train could stop instantly, the people inside the train could not. If you're traveling in a train at 50 mph, and the train stopped immediately, you'd hit the walls of the train going 50 miles and hour and most likely be killed.

Mainly because such a train would violate Newton's laws of motion. A train that stopped instantly would be the equivalent of that train crashing into an indestructable wall. The train and everything inside it would be destroyed.

Because nobody has yet figured out how to completely overcome the physical laws of inertia and momentum.

It's a good goal -- like artificial gravity -- but a ways off.
