how do i get the humility to go upin my russian tortise enclosure

Russians like it dry. They should be outside if possible. Tortoises' do not like cages, they will constantly roam and are very unhappy with a small cage. If you need humidity try a shallow plate with pebbles and water. Rinse the rocks daily.

Why do you want to increase the humidity? I noticed from a previous question that you also want to lower the temperature to the mid 80's F. That's below the optimum basking temperature for a Russian and having that combined with increased humidity is really inviting health problems like respiratory infections.

Spray the enclosure down a lot. Mist almost constantly. Cover the top partly up with a blanket or cloth. Keep it warm inside though. Don't let it get too hot however. Good Luck.

Moisten the mulch. Put an airstone in the water dish. Cover the enclosure.
