When I put in my windows cd, the screen goes blue and does nothing. Does this mean I need to get a new hard drive.
I can purchase and install myself but I want to know if it could be anything else.
The windows cd has been used to reformat before so it is a good cd.

Make sure it is not your motherboard- the ide ports. But it sure sounds like the drive is dead.

Put the CD in the drive then power the machine off and on again. You should see a "Push any key to boot from this CD" message. Of course if you see this message then push any key and see if the CD will boot.

However, if you DON'T see that "Push any key..." message and given the fact that you are seeing the "OS not found" message, then your hard drive may not be the problem.

Both your CD and HD (probably) connect to the same IDE interface on the motherborad. So what I'd do is:

1. Check the cables. If the data cable pulled up from the motherboard, even a little, it would cause these symptoms.

2. Check the BIOS settings. Usually this involves hitting some key (named on the screen) when the system is first powered up. In these BIOS settings see what is listed as your Primary and Secondary IDE devices. You should see both your HD and CD drives there. If not, then either the automatic detection has been turned off or there is a cabling problem.

You mentioned the screen goes blue when you try to boot the CD. If this means you made past the "Hit any key" message and the system did indeed start to boot from the CD, then you may be right about the HD. I would go back in and check that cabling again including the power to the HD. I have occasionally seen one of the pins on the power connector pushed out of the connector itself just far enough to make intermittent or no contact.

Sounds like a hard drive failure. All data you did not save elsewhere is lost.

You install a new hard drive and then do a system restore - much like a reformat.

Something is wrong: the drive can be corrupted, the boot sector can be corrupted, or just some significant Windows files are missing

Lol looks like someone deleted their operating system lol. Just install a new one or reformat your computer.

If you cannot reload windows then your hs has probably crashed. You need a new one.

Check connections to your h.d. like pwr and info cable.
