Well if it is blue on multicolored and the top left signature is E.B. Davis then it was a 1961 series and catalogs for around $750 in grade very good. If the top left signature is A.L. Adu it is a 1962-1962 series and books for around $5 in grade very good. As for book values they are usually high and world paper money dealers pay less.

i will tell you cuz that's where i come from, shillings is money used in a country called Uganda, and that money is not worth anything, even when you are in the country (Uganda) it's not worth anything, the least money in that country is 50 shillings, and if you really want to know, it DOES NOT EVEN buy you an apple, just like the least in America is one cent, and totally buys you nothing. so your 20 shillings is worth nothing in both countries. oh.......... you talked of Queen Elizabeth, just so you should know, she is going to Uganda.

Take it to any bank which serves a currency exchange. It is money...ask a bank dummy.
