I just had my engine replaced in my truck. I think that the starter has a dead spot. Should the mechanic have included a new or at least a working starter in the cost of the engine replacement?

If the enginge he put in is the same, and the starters good there is no reason to change the starter...But the engine starter is not part of the engine.

The starter is actually a component attached to your transmission bell housing and turns against the fly wheel...So, no it is your bill to fix.
