They belong to the individual.
Under the current interpretation of the laws, they can be regulated by the states -- the same way car ownership and business ownership can be regulated by the states.
But even under the most restrictive interpretation of the 2nd Amendment and even for the strongest advocates favoring gun-control, the physical hardware would still belong to the individual. The issue is just what to allow to who.

Millions of guns belong to the government. Millions of others are privately owned. If you want the use of one of those owned by the government, join the army.

They belong to me and I would never give them to the government.
Our guns are what is preventing the Isamic freaks from attacking the US. If they dare invade, they will have millions of guns waiting for them.

sure but there'll always be a black market and buying guns at a pawn shop isnt a good thing. so, the 'bad' guys will always get guns and the good guys wont have one to protect themselves. INTERESTINGLY enough, AVATAR, "Atheists Nightmare" has a gun and its pointed at the viewer. Hmmm, What KIND of message is ***that***? scarey. I guess when CHURCH FOLK send a message like that **anyones** liable to kill.
