I'd much rather be a teacher in Japan than in the West. You can touch students in Japan without being accused of assault. We're physical beings, so I don't see any problem in giving a student a pat on the shoulder, but sometimes even in the West, male teachers in particular have to stop themselves from even the simplest platonic affections.

However, I've seen the odd teacher in Japan go overboard. I saw one teacher give a student a couple violent kicks. The student was being lazy, sitting on the floor against the wall, so the stressed out teacher kicked his legs.

I've seen a lot of minor things fairly frequently, like teachers swatting a kid on the head with rolled up papers or something like that. Nothing violent, but if a teacher did that to me in jr. high, they'd have some explaining to do. If they did that to someone else, they might end up beat up themselves.

A friend of mine saw a Japanese teacher punch a student hard.

It definitely happens, but I wouldn't go quite so far as to say "beat up".

Yes, I have seen physical abuse of students in Japanese schools with my eyes. At a school I taught a teacher got suspended for hitting a student with a shinnai (it was not kendo class!). I guess the fact he got suspended shows that the administration did not approve of his actions however.
Another time a teacher dragged a girl by her hair through the teacher's room. I was there so I can say it's a fact. Nothing came of that. That's not typical though.

It used to be okay for managers to hit their players in the dugout during high-school baseball games, but now they have to wait until after the game. I guess that's progress.

Absolutely not. Teachers don't beat up kids. They pressure them to do their homework and give them lots of stress, but there is no physical abuse.
