Yes, both are below the age of consent. Depending on how the laws are written, both could go to jail for raping the other.

Depends on what state you are in, some states allow parents to press charges for statutory rape. Either way I wouldnt recommend it, its something that you will regret in the future.. wait until you are legal.

Yes, because they're both below the age of consent. It's just that not enough parents will press charges, even when their idiot 12 year old kid ends up pregnant...

I have never heard of minor engaging in sex, being arrested for doing it. However their parents who know better may be in trouble.

Yes it is. Two 14 year olds who have sex are BOTH guilty of statutory rape.
