During the runup to the UN Peace Enforcement Mission of 1991 he was told through a back channel that use of a banned weapon like mustard gas would cause the mission's objective to be expanded and UN forces would enter Baghdad and depose him.

It was used but not wide spread. The military as usual tried to hide it.
