Over half the teachers in this country are elementary school teachers and as such, aren't expected to excel in English, Math , or any other subject for that matter. They don't even need great writing skills to be competent. They do need a decent general knowledge that can't be measured with SAT scores. If an elementary school teacher can maintain involvement, control the classroom, and be very organized then they are a good teacher. Education majors at the Bachelors level normally become elementary school teachers.
On the other hand, a aspiring secondary teacher with a low SAT score is not likely to pass a certification test in their subject because it is much more difficult than the corresponding SAT test.
Since most most teachers want to help people versus make a lot of money, they tend to be democrats.

Excellent question and post . It is high time as the man said we need to put the Dept. of Education under " a magnifying glass " . The no child left behind has done nothing more than using our kids as test dummies for Federal funds . I maintain that the dept. should be closed and the funds AND control of the schools be returned to locally or state wide . $ 70 billion for what . The tenure rule should also be removed entirely . I've been on both sides of the issue ( labor and management ) and nobody in the private sector hides from the boss for long and when fired the union tells him / her they are an embarrassment to the trade and sit in line and think about it ..

Wow -- you came to that conclusion after reading the report?
The report said that people who were math, science, language or literature majors scored higher in the math and language section than people who were education majors. They also scored higher than the sociology majors and the political science majors.
WHY? Because math, science, language or literature studies prepare people for taking standardized tests, and education and sociology prepare people for interacting with other people.
But, try looking up what percentage of teachers are actually education majors -- the group that scored lowest on your report -- it's a very small number. Most teachers actually come from other fields, and teach subjects from those other fields.
And your report didn't mention political party at all -- meaning you're trying to bootstrap one incorrect assumption onto another.
But I'll give you marks for a creative effort at bashing.

here... let me explain... you PAY TEACHERS NOTHING... NO ONE IS GOING TO WANT TO TEACH... AND ONLY THOSE STUDENTS WHO CAN DO NOTHING ELSE WILL TEACH... because they can get paid so much more doing basically ANYTHING else... with a degree
the main reason most vote democrat is because the Republicans want to cut their pay even more... they have a DIRECTLY VESTED INTEREST in voting democrat...

Well, there is research at your link that indicates that education majors scored lower on the SAT test than some other majors. I don't see any evidence of the rest of your claims.

If you belong to a Union it means you think you can't cut it in the private sector and need someone to protect you.
The number one job of any Union is to prevent bad employees from being fired. How is this good for any organization?
