I have 2 possible solutions for you:
Check the fan to see if it is reversable. My living room ceiling fan is on 24/7. I like the air circulation in the winter time so the air is set to flow upward. In the Summer time I let the air flow down for a slight breeze.
Or, possibly get a dimmer switch instead of a light switch. This way you can adjust the fan inbetween the pre-set levels.

With the fan off, look for a switch opposite the pull chain. Move the switch. This will reverse direction of the fan. It will blow the wind upward yet still circulate the air in the room.

Bothers me too. I always get this feeling that a small plane is headed straight for me. Although, there are times when I stand directly beneath it and pretend I'm flying a helicopter doing live reporting for a TV station covering a high speed chase. It's scary! I almost fell out once!

Turn the fan down. When it is up high, it can do this. A little lower will probably be easier to handle.

YEAH I HATE THAT. GET SOME OSHA SPRAY OR AFRIN. IT WILL CLEAR IT UP PLUS SUDAFED. I HAVE HORRIBLE ALLERGIES NOW AND I AM MISERABLE. EYES, SNEZZIES AND STUFFY NOSE. {POUT}
