Can recordings (using this card) be viewed on the computer monitor and also on a TV

Recording would be a computer file, so of course it would be viewable on a computer.

Viewable on a TV would require you to pipe the signal back out to a TV, which is not the responsibility of this card. This card is to get the TV signal INTO your computer.
