As claimed by you that you had paid to SIA, then it is more appropriate that you contact that same office (the office that receives your money) again to explain your position. Hope this answers your attachment/comments on your follow-up to my earlier reply.
Contacting SIA's HQ directly may not save you much time as investigation needs to follow.
