If u had meant ,who was the first bowler not to take 10 wickets in innings ina match, answer is all bowlers who have played test cricket except for Jim Laker and Anil Kumble

A cricket test match consists of 2 innings per side. So there is no question of taking 10 innings in a match by a bowler. A bowler can take WICKETS and not innings.

The question is totally confusing as in the game of cricket no bowler can take innings, but can take only wickets. Further, no game of cricket has got 10 innings.
