What difference does the tax make if the states do not use the money to fix the problems. We have had two very good examples of the failing of the state to meet their responsibility in spite of receiving more than enough federal money. One being Louisiana where they willfully ignored the levies and spent money that was sent expressly for the purpose on other things. Now we have the collapse of a bridge that the state knew was rated at only 50% for years.
Federal tax is not even an issue in either case.

The monies needed to maintain and repair our infrastructure are available, but many politicians don't bother with it. Why? BECAUSE IT ISN'T AS LIKELY TO BUY THEM VOTES! They would rather point to shiny new stadiums, bridges to nowhere, and other assorted pork and say "Looky here what your daddy brought home!"
The tax-cut part of your question is even more stupid. It is a PROVEN FACT that tax cuts create more investment that in turn creates more jobs and widens the tax base, thus increasing tax revenue.
The biggest danger we have in the US is our sorry system of education turning out semi-literate morons who can't even make change at McDonalds, let alone comprehend the workings of a capitalist economy.

Interesting how the wealthiest 1% pay one third of all taxes in this country.
Also of interesting note how states without state income tax have better budgets and sometimes surpluses than states with income tax.
but to get back to your question, its been shown that this tiny tax cut Bush did (one of the few things he did right) has increased overall tax revenue.

No. The Federal government can not repair infrastructure through income tax - it must use specialty tax - right now it's coming from the gas tax/
