Would this cause a noticible strain on the engine?

I'm asking b/c the car stalls when the a/c is turned on... ICV was tested and is ok... all relays were tested and ok... Bad compressor?

Not really, but, it will put a strain on both the belt and the AC Pulley and could cause it to fail.
Most cars today use a "Serpentine Belt" it uses an Idler pully that is spring loaded to maintain tension on the belt and really has no adjustment.

In the picture #6 is what keep the tension, your vehicle may be different, but this the idea;

It would not cause an engine problem, untill the bearing in the ac clutch locked up. If the belt is too tight, the pressure would be most noticeably exerted on the clutch bearing in the ac compressor.

No - but it may cause the belt to heat up and snap like a branch under the hood.
