Other answers are correct by California Law an agent must submit all offers to the seller. Contact the broker in the Realty Office if this is not done.

I agree with the 3rd answer. In California by law the listing agent has to submit all offers. Contact the office manager or broker and complain. If the agent is the boss then you can call the local board of realtors for advice and finally the state licensing board.

Depends on why the agent will not submit it. There are a few occasions in which the agent is not required to submit an offer, and they revolve around instructions from the seller involved. If the seller instructs his listing agent to not consider any offer under a specified amount, or containing certain contingencies, then the agent is not to submit it, according to seller instruction.

I have encountered this a few times in my real estate business. However, generally speaking, offers must be submitted, assuming no such instructions exist. If the agent continues to refuse, contact his/her managing broker with a complaint.

I don't know where you are, but in my state if the offer is in writing, I have to submit it. The offer could be 3000k bananas, ans two pigs for a house, but if its in writing i have to submit it. You should call their supervising broker right away and explain this to them. If they do not help, go directly to the seller and explain that you put an offer in, and the agent will not submit it. This will get the agents attention. I would also go out and find myself a good buyers agent in your area (www.remax.com) and have them represent you. If will cost you nothing as the listing agent will pay them. It may be to late to get one for this deal, but I sure would get one for the next. You will avoid these problems.

If you have presented a properly signed offer to purchase to a real estate licensee and they refuse to present it because of their own personal reasons, that agent will be deemed to be in violation of their state's licensing law and can be called to explained his/her actions in front of the real estate commission of their state and possibly lose their license and even be fined. Go to your state's real estate commission web site and check the web site for on site complaint form you can submitt.
