i think it might have reference to shakespeares theory of the seven stages of man.
which included child, man and second childhood (old age)
obviously the reference here is sexist as it also refers to women too...
"once a man, twice a child"

For a person to be mature enough to be considered a man, he has to have an experience equivalent to two childhoods -- basically, learning from the mistakes of those experiences. That's my intepretation, though that's the first time I've heard the saying.

Because men never really grow up,,we have two childhoods,,,one up to the age of about 10 the other when we can afford all those big boys toys.........That`s it I`m off to the toy shop to buy an Airfix kit and a water pistol
