The best phone is the one that suits you the best. Nobody can say absolutely which is the best handset as some prefer Nokia's others Sony Ericsson's others Motorola.
The best advice is to pay a visit to your local phone store and see which one feels best for you. If you have an idea which services you will use before you go that will help, such as 3G, Mobile TV, Video Calling, SMS, Music player.
One tip I will give you is to always ask how popular a handset has been and if many have been returned as faulty or with common issues. Then don't sign on the line there and then go and do a bit of research on a shortlist and only when you feel well informed enough should you make a inal decision.

Do you mean actual phone or the service carrier and best mobile phone? I've used all the major carriers at one tome or another and Verizon has the best coverage area and service (fewer dropped calls and great website to view your bill, check your minutes, change features, etc.).
If you just want to make calls and do occas work on web (like check email) the MOTOROLA RAZR is hard to beat. LG, nokia, erricson, and samsung have decent products. But razr is the best hands down for style, feel, large keys, great display, easy to use, sturdy construction.
You can get a great deal on one when you sign up for your standard 2 year plan. Verizon has them for cheap nearly free with sign up vs. paying $200 + dollars if you bought it outright.
If you're budget is unlimited get the iphone, but then you have to go with AT&T and suspect 2nd generation iphone will be better and cheaper.
Go with the RAZR! It's the top seller for a reason.

Really depends what you are looking for if its a great camera then i would say Sony ericsson K800i or samsung D900 as both of these have 3.2 mega pixels.
If it is a music phone you are after go for the Walkman range by Sony ericsson. The W880i or the new W580i are really good with 2 mega pixel camera's and track ID.
If you are on a contract and want a great all rounder then the nokia n95 is for you although on the downside it is rather big. If it is pay as you go that your after have a look at phones on play.com they do many offers.

I have gone through a few phones in my time and have come up with a nice new one, that although has been on the market a while has been flawless since I had it.
I have now joined O2 and got my hands on their O2 Orbit XDA. It has a touch screen with excellent colour and battery life. I also went for the option of getting the built in GPS system which is provided by CoPilot Live. It is a free service and although you get data bundels you can opt to run it live and get the latest traffic updates and get instant diversions.
The screen is a huge size and it has not got me lost yet. Even when I was looking for a nice parking spot in the town of Bath, it took me right to the town centre through its one way systems and to amazingly a parking space. (just luck it was empty for me though)
The touch screen is nice and although it takes some use to getting acquainted with a PDA computer phone, I love it as it is now my life.

They used to be hard to find but are even available at certain discount stores where everything is a pound, just look for the bits that you add on the end of a screwdriver and when you see an assortment look for your one.

I am happy with Sprint. I got a free phone. No camera do not care and do not want. Dependable no dropped calls. My cost is $40 a month and just happy with my modest phone.

i would always advise getting a phone over the internet of calling a sales line
this way your purchase comes under the distance selling act that gives you 7-14 days (depending on company) to return if you dont like it. if you get it in store, they can refuse to exchange it if you dont like.
as for times of phone, i like sony ericsons, got a w950 at the moment and its super, can wait for the w960
