She would be a pre-operative transsexual, because she's living life as a woman, wants to be a woman, but has not yet gotten her male organs removed (but wants to in the future).
A transvestite would be someone who lives life as a man, but gets sexually excited at being in women's clothing for a short period of time.

Well, a transvestite is a guy who dresses like a girl for they derive their sexual pleasure like that, but I don't think they would implant jugs so to be blunt, what you're asking for is plainly called a homosexual.
