Not here, they increase taxes to cover their costs or cut services until the people back down and cover their budgets.
They just did that where I live, they gave themselves raises, hired more people and then complained that they could not afford their budget. As they didn't want to cut back they cut things like overtime to city workers, frills as they call it like paying for bottled water for construction workers etc. and increased taxes on things the public needs like renewing your license plate stickers etc. to bring more money in.
