No, not all rocks and minerals are igneous. I'll give a brief description of how things are classified that may help you think about this: Elements, of course, are the basic substances that form the building blocks for all other materials. Minerals are solid, crystalline compounds found in the earth that are formed by elements combining in certain ratios. Minerals are the substances that are sort of the "building blocks of earth materials". A solid earth material that is made up of one or more minerals that forms in a particular way is a rock. So rocks are made of minerals, and minerals are made of elements. There are 3 types of rocks that are classified by how the rock forms, and igneous rocks are one of them. They are:
Igneous: forms from the cooling of molten rock
Sedimentary: forms from the aggregation of peices of pre-existing rock
Metamorphic: forms from the application of heat and/or pressure to pre-existing rock.
So some rocks are igneous, but others are not. Minerals are not really considered "igneous", "sedimentary", or "metamorphic", only rocks are. There are certainly minerals that are commonly found in a particular rock type, but in fact some minerals can be found in rocks of all three types.

Sandstones are rocks, rocks are made up of elements and compounds as in minerals. Rocks and minerals are both igneous and non-igneous (as in sandstone or limestone which are sedimentary i.e. formed by sedimentation on river and sea beds).
