There is ICE on Pluto. That means FROZEN something. Ice on earth means frozen water, and it would be water that's frozen on Pluto, but we would never be able to use it due to the AMAZINGLY cold temperatures. The ice would be dry ice, which means that all the moisture is sucked out of it and it's basically just a rock that sucks moisture out of you when you touch it.

I just read the reference article, one that I had only glanced at briefly in the past. I love wikipedia articles, and even though they are generated without guarantee as to how correct the info is, I have yet to find discrepancies. As to your question, according to this article, it is a distinct possibility that the mantle region of Pluto is a huge reservoir of water, probably as ice or a mix of liquid and solid water, and kept this way from the pressure and the heat of radioactive metal decay in the core. As the article states, we will know a lot more in 2015(?) when the probe that was launched gets to orbit. If there is that much water there and there is a liquid region, that would be incredible. Liquid water here on this planet, whether it is at the deepest point of the ocean in thermal vent environs, or locked in a matrix of rock in the deepest drill holes (way deep drill holes), or in the highest points at the poles in the coldest most inhospitable places known, still has life. And that means it may even be in the depths of Pluto. What a hoot!

its believed that pluto has a surface which could contain water ice or any other form of frozen liquid or gas like other kuiper belt objects too.
One reason is that its shining bright in photos from hubble.
Another reason is, that its believed that kuiper-belt objects are one source of comets flying through our solar system, and those objects showed traces of water too.
there's one theory going that far that comets could be the reason for having so much water on our planet.
so i think thats why the artist painted it like it is an icy world

not necessarily water, deep space is cold ..... very cold, there are methane ice caps on titan so ice can be made of anything that can be a gas or liquid

Ice implies that there is oxigen on a planet ,thus could support life.
however we could never live on Pluto because its not a planet.
