He told me that his best friend has forgotten about his ex. And that he likes the personality of the ex and sees in the long run, boyfriend-girlfriend potential. The ex has been open to my friend as well.

Yes why not since the friend is done with her. Just because the friend did not get along does not mean he will not.

The short answer is no. If he is truly friends with this guy he would not risk hurting him and loosing that friendship over a possible love interest. If he is adamant to per sue this girl he should at least ask for the OK from his friend. Even this risks alienating him and damaging the friendship. There are many fish in the sea so advise him to fish somewhere else.

Normally best friends don't cross the line and go out with each other's ex-gf's.

If he is interested in this ex-gf, then he should sit and talk with his best friend about how he feels about the ex. This is showing respect to his best friend.

don't do it if he wants to remain best friends. its alot harder to find a best friend than to find a boyfriend/girlfriend.
