Sounds like the inline tanl or supply line has a leak. Start by examining the hose and bulb for any small holes or just replace it and see if that works.

Take the hose loose from the tank An Eng or valve put your fingers over the ends squeeze the bulb should hold a vacuum.if does check the tank pick up tube might have a hole or crack? Check the 3 way valve might be connected incorrectly?

You could have a leak in the line or a bad primer bulb. If the one way check in the bulb isn't working it will not suck fuel.
