This answer really depends on where you live and the Services available in your portion of the country you live in.
Historicly Dial up is the worst, followed by DSL, then followed by Cable service.
I have had both Time Warners Road Runner, and SBC Yahoo DSL and both are very good and are trouble free, I find the larger the company you are with the less problems you have.

Various compassing site will help you, I'm with Virgin Media and have had no hassles there one off the best ISP'S.
