If shaving is a problem you can get depilatory creams which work by dissolving the hair.
There are several supermarket home waxing kits (both hot and cold), but I would get it done professionally the first time.
By the way shaving doesn't make it grow back thicker, its just that the blunt ends feel corser than the smooth ends of a new hair. Its just that it gets thicker as you go through puberty, and get older, and as you have shaved more often, people attribute it to that. Those who never shave would have hair just as thick.

this is very normal, and i shave it. I also have blonde hair, so it comes in rather fair light.
i know of darker haired women that don't shave it and definitely need too!

You mum should understand. If you go to an Asian owned salon, it is relatively cheaper. If not I would tweeze them.
