I believe it's by reba mcentire and I can't remember for the life of me any of the exact lyrics. It's a older song and I'm pretty sure it's about a girl whose family is really poor and starving and her momma gives her money to leave.

Sounds like a song from the 80s by a singer called "Nina" she was German and some of the song is partly sung in English and partly in German. English title of the song is "99 red balloons" it is something to do with the Berlin wall before it was knocked down. They played it a lot at the time.
