A cesium atomic clock will get you the closest, at present.

An important point to mention when you say "exact time" is that time passes differently for two different observers. Due to general relativity, we measure what is called "perfect time," or the apparent time that has passed for a particular observer, not absolute "time," which nothing is able to measure.

An atomic clock measures time very accurately. It's based on vibrating cesium atoms.
