We already evolved from marine life... :P
And only the monkey has the closest features to humans... I'm not sure about any other creature living in the deep though... but the dolphin IS intelligent (... doesn't look like us though).
Isn't it cool that WE are unique?

As far as intelligence, it would be a dolphin, but actually, manitees are the basis for the legends of "mermaids". Sailors from long ago sighted them from their ships afar off and thought they were humanoids who dwelt beneath the ocean depths. So, in form, I'd have to answer manitee or seal.

Well, sea horses and land horses bear no similarities except slightly in appearance. Any of the sea mammals are the closest you'll get, cetaceans or pinnapeds. Skeletally similar and with mammary glands and fur (though vestigial in cetceans)
