It is never a good idea to water your plants at night. Yea, you may not get water evaporation, but you will most certainly get mold, mildew, and fungal diseases. Water your plants early in the morning. Preferably before the sun comes up. This way you don't have water evaporation and the plants have a chance to dry out before evening.
From an article about when to water:
"Fungal infections can colonize leaves which are left moist overnight, and roots will also suffer from being watered in the late evening. Being left moist and cold at night can lead to rot and fungal infections of plant roots...".

Uusally in the morning or evening, However if you live in an extremely hot dry climate you may want to keep an eye on your plants May be necessary to give some water around mid day, However, if you due this remove spray head or nozzle from the hose and use the hose to water the soil only. Avoid getting water on ths plants,

Do it in the morning or evening. During the day the hot sun will evaporate the water too quickly and starve your grass and plants. I think picking one time over the other is good enough but my dad does a little in the morning and at night and has the best lawn and plants in the whole neighborhood, random people always stop by to ask him how he does it.

I water either in the evening or early morning. If you have alot of container plants you might want to get a small 2nd watering. Sometimes if their too dry the 1st watering just goes around the dirt. And with an 2nd watering that will give your soil the chance to maintain the moisture.

Early mornings are preferable so the sun has a chance to burn off any excess water.

Many plants can't stand 'wet feet' and will develop fungal infections if their root systems are wet alllllllllll the time.

Hope this helps,

In the evening because the water won't evaporate and the plant can benefit the most from waterings. More cost efficient also.

water your plants after the sun goes down, if the sun is hitting the plant the water droplets will work like little magnify glasses burning the leaves. plus the water will have more time to settle into the dirt because it wont have the sun to evaporate it.
