If you are both connecting to the same router it should be easy because you are on the same network...

The first way to try to access it is by using "My Network Places" (open my computer and use the drop down box to select it.) In my network places there should be an icon that says "view workgroup computers," click on that and if there is more than one computer in there more than likely one is your brothers. Click on the computer, and if you get in type in \c$ at the end of the address up top. That should bring you in.

If that doesn't work, email me, I can get you in other ways,

I am not sure as to the jist of your question but if you have any of the 3 types of wireless security activated on your Router.
WEP, WPA, WPA-2 all will then require any user of your Network to have the username and Password you select when setting up this security.
Next unless your brother and you have file sharing activated in the preferences you can't access either from the other.

As long as he is "sharing" information across the network anyone who access your router should be able to see what is on the hard drive of his computer.

There is, but if your brother has locked it there is no way. Sorry.

Unless...

You go to his router unlock it, go back to yours and then viola, congratulations you've done it.

well of course it's possible.... no job is IMpossible. set up MAC filtering with a simple 128bit WEP and you should be well off enough. don't let it bother you.
