The one who gets the greatest reward is the owner of the horse and not even the rider. The rider is hired and the horse they say has no feelings.

Sad but true. Horses don't understand the 'win'. Of course they know that they get fussed over more when they win. Im sure they feel the mood of the barn when they didn't win. They don't understand that they are not fast enough or didn't do the right thing. Don't let this bother you, because most people give treats after a race (or daily)win or lose. Grooms get attatched and spoil them anyway. I wish Jess was right about all horses in his/her answer. Many horses suffer with injurys but the owner/trainer continue to run the horse for more money. If the horse has no backround or good bloodline, his/her fate isn't the breeding farm. It is the auction house where he/she will end up with a one way trip to Canada.

Because the horse is too busy horsing around after the race, and the Jockey jockeyed for position in order to receive the award.

Cos they just view the horse as the means to winning their big money. When the horse is no good any more they send it off to be made into pet meat.
Why dont they whip the rider when the horse doesnt run fast enough?

The horse is rewarded if he does well. If the horse does well and wins a few races then he is retired and becomes a stud horse.

For the same reason they reward the race car driver and his team. At least the horse gets a flowered collar, All the race car get's is a champagne shower and a tune-up

Actually the horse does get a reward (besides the flowers around its neck) in that it gets the best vet care, the best stall and food, a lot of times retired to the pasture and asked to do no more than donate sperm every couple weeks.
