and other times relievers get the win/loss?

If the starting pitcher doesn't go 5 innings then he is not eligible for the win. I the starting pitcher goes out of the game when the team is losing and his team ends up winning then it is a no decision because they don't qualify for the win.

The starting pitcher must pitch at least 5 innings in order to get a decision (win or loss).

If the pitcher IS in the game after 5 innings with his team leading, and the bullpen later gives up the lead, then the current pitcher gets the loss. And vice-versa for wins for the relievers, the pitcher on the mound during the team taking lead gets the win.

Because the decisions (W or L) are dependent upon the last time the lead changes sides in the game, although there is a minimum innings pitched constraint placed upon the starting pitcher (if he leaves before throwing 5 innings and his team has the lead and does not relinquish it, the W is assigned to a reliever by the official scorer).

cause the staring pitcher didn't play the whole game and the reliever finished the game for them
